The Edgecore AS5916-54XKS AGR130 is a versatile, high-performance router based on Broadcom StrataDNX™ Qumran MX switch silicon, capable of achieving line-rate speeds of 800 Gbps for both Layer 2 and Layer 3 switching. With its BCM15K TCAM, the AGR130 can be deployed as a top-of-rack switch in data centers, as a carrier access/aggregation switch, or as an edge router. Designed for high availability, the hardware features redundant hot-swappable AC or 48 VDC power supply units and 5+1 redundant fan modules with port-to-power airflow options. The AGR130 meets the demanding performance, availability, and scalability requirements of cloud data centers and communication service providers. Additionally, the router supports IEEE1588v2 and SyncE functions in hardware and comes pre-loaded with Open Network Install Environment (ONIE), enabling automated loading of compatible open source and commercial network operating systems.

It does not. The router has the ONIE bootloader pre-installed and you will need to add an NOS on it. You can buy a licenses separate (or build your own NOS). You can also buy a switch / NOS bundle from vendors like IP Infusion.
